Charlene Moore Hayes is a University investigator who also owns a private Human Capital Consulting practice, serving primarily nonprofit organizations. Previously, Charlene worked for 14 years with The Johns Hopkins University as its vice president for human resources. During the last two years of her service at Johns Hopkins, Charlene served the university as senior executive for human capital strategy, advising the president on overall human capital strategy, executive recruitment and compensation, and managing executive-level human resource issues.

Before Johns Hopkins, Charlene served for nearly 20 years as the chief human resources officer at North Carolina State and Purdue universities. She graduated from Cornell University and The George Washington University Law School.
